Every UK digital waste tracking product, compared and scored
Every one of the 95 products on the government's list can file to DEFRA, so filing is not what separates them. We read every UK waste tracking product's website, scored 24 of them out of 100 on what they publish, and put ourselves in the table with our own gaps named.
LoadSnap team
UK waste compliance
There are 95 products on the government's list of digital waste tracking software, and every one of them can send your loads to DEFRA. That part is settled. What the list does not tell you is whether the thing will run your yard, get your drivers paid, or stop you keying the same load in twice. So we went through every UK product a waste business would realistically shortlist, scored them out of 100 on what each one publishes, and put ourselves in the table.
If it is on the government list, it can file. That is what the list means
The list lives on GOV.UK as Report receipt of waste: choose a software provider and was last updated on 8 September 2026. To get on it, a provider has to connect to DEFRA's receipt of waste service and pass fourteen test scenarios, called production approval tests. So if a product is on that page, filing is not the question any more. It works.
Which is exactly why filing is the wrong thing to shop on. Once everyone can do the one thing you are legally obliged to do, the only differences left are what it costs and how much of your week it actually saves. DEFRA says as much on the page itself: "Buying software is at your own risk. You are responsible for ensuring that the software can meet the necessary regulatory requirements."
Two of the products below say the same thing about themselves, which is to their credit. Dsposal writes that "anyone claiming to be approved or similar is inflating the truth". WasteMatrix writes that "DEFRA does not endorse, accredit or certify individual commercial software products". Both are right. LoadSnap is on that list too, as Webhero, and it means exactly as much for us as it does for everyone else.
Ask which tests they were let off
GOV.UK says some providers hold an exemption from parts of the test, and gives hazardous waste as the example. If you move hazardous waste, ask any provider outright which of the fourteen scenarios they were excused from. It is a fair question and the answer is not on the list.
How we scored them
One hundred points, spread across the eight things a waste business actually has to do. Every product was scored on what it publishes on its own website, read on 12 September 2026.
| What it covers | Points | What earns them |
|---|---|---|
| Filing to DEFRA | 20 | Submission you can use today (12), included rather than an add-on or a top tier (4), both halves of a movement from one record (4) |
| Capture on the ground | 15 | A driver app that exists today (5), works with no signal (4), photos, signatures and location on the record (3), live vehicle tracking (3) |
| The receiving site | 10 | Gate and weighbridge capture (6), works with whatever bridge you have, or none (4) |
| Running the day | 15 | Scheduling (5), route optimisation (5), recurring work and containers tracked as assets (5) |
| The paperwork | 15 | Transfer notes (5), hazardous consignment notes with HP codes and POPs (5), licences, permits and expiry dates (5) |
| Getting paid | 10 | Invoices raised from the work (5), agreed rates, payments and a hand-off to your accounts package (5) |
| Who else sees it | 10 | A login for the producer or the customer (5), reporting on tonnage, recycling and carbon (5) |
| What it costs and how you buy | 5 | A price published on the website (3), a free plan or a trial with no card (2) |
Note what the first row does and does not separate. Every product on the government list takes the twelve points for filing, because being listed is the proof. Only the other eight are in play, and they are about whether you pay extra for it and whether one record covers both ends of the movement. Everything below that row is where the real difference is.
Three more things, said plainly. We wrote the rubric and we sell one of the products, so read it with that in mind and change the weights if your business is shaped differently. A product loses points for not publishing something, which is not the same as not having it, and several of the firms below almost certainly do more than their websites admit. And we scored ourselves on exactly the same lines, which is why we lose four points for not tracking vehicles live.

If all you want is to file the loads you take in, it is a question of price
Plenty of businesses reading this have a way of running the day that works, and want one thing: to be legal under the October 2026 rules without being sold a platform. Fair enough. And because everything on the government list can already file, there is nothing left to compare except what it costs you a month.
Here is the bottom of the market, us included.
- LoadSnap is free for ten loads a month, with DEFRA filing on the free plan and on every plan above it, never as an add-on. Trade is £25 a month for twenty-five loads and Pro is £39 for fifty. It is priced on how many loads you do, not how many people log in, so the office, the drivers and the weighbridge all cost nothing.
- WasteMatrix at £30 a month for two users, with the test scenarios it passed named on the page. The most specific evidence anyone publishes.
- MyWastetracker from £39 a month, sold by a man who started on a weighbridge at eighteen and will walk you through registering with DEFRA.
- Wastrio from £39 a month for one site, with gate capture, carrier licence checks against the Environment Agency register and your quarterly returns built for you.
- WTNcloud has a free tier with no time limit that includes DEFRA filing.
- ComplyWaste captures receipts free for one site and charges £99 a month to submit them.
We are in that list on purpose. LoadSnap does as much or as little as you want it to, and if filing is all you ever use it for, that is a perfectly good way to own it. Nobody has to buy the scheduling board to get the submission.
The bit worth thinking about before you pick the cheapest one
You are about to start typing your loads into a computer. That is the change, and it is the same amount of typing whichever of these you buy. The question is what comes back out of it.
Key a load into a filing tool and you get a filing. Key the same load into something that runs the work, and the same keystrokes also give you the transfer note, the job it came off, the customer it gets charged to and the invoice at the end of the month. It is a couple more fields on the same screen, once, instead of the same load written down again in the diary, again on the ticket pad and again on the invoice run.
That is the actual cost of the cheap option: not the thirty quid, but the fact that you have digitised one job out of five and you are still doing the other four on paper. If you are going to the trouble of putting it in digitally, put the whole thing in digitally.
This is the part that is easier watched than described, so here is one firm's week in four minutes: an enquiry turned into a job, the yard it is planned against, the day dragged onto the board, the driver out on it, the collection coming back and split between what stayed and what carried on, and the receipt it became. One record the whole way, and the DEFRA filing falls out of the end of it.
Sold to the biggest operators
A word on the three groups below before we start. They describe who each vendor points its own website at, not what a business like yours is allowed to buy. A skip firm is not obliged to shop in the skip section. LoadSnap sits across all three of them: we are sold to skip and grab firms, to transfer stations and weighbridges, and to operators running twenty vehicles, on the same product at the same price.

- Manned and unmanned weighbridges, hazardous consignments with printed labels, and compliance in the base tier rather than sold on top.
- Watch out for
- A three-year initial term, no free trial, and a homepage that still calls the API “currently in development”.

The strongest all-rounder after us, and the only large vendor that publishes a price: £340 per user per month for the industry modules, or from £1,707 a month for five users. It covers manned and unmanned weighbridges, skips and roll-on-roll-offs, trade waste rounds, hazardous consignments with printed labels and packing groups, invoicing into Sage or Xero, and both a customer portal and a cash portal. Compliance sits in the base tier rather than being sold on. It says it has passed DEFRA's integration testing and is production-ready, though its own homepage still describes the API as "currently in development", which is the sort of thing that happens to a big website. No free trial, no published route optimiser, and a three-year initial term. theaccessgroup.com

- Hardware nobody else matches: certified scales, MID approval, on-board weighing, RFID, and route optimisation published with real numbers.
- Watch out for
- The UK site never mentions digital waste tracking, so a British buyer has to take the government list’s word for it. No price, no trial.

The heavyweight. Suez, Veolia, Renewi and Viridor are customers, there are more than five thousand trucks running its vehicle technology, and nobody else comes close on hardware: scales certified to NTEP, MID approval that lets them self-certify weighing systems in the UK, an Android terminal for unmanned weighbridges, on-board weighing and RFID. Route optimisation is published with real numbers, five to twenty-five per cent off mileage and emissions. It ships an agentic AI framework and contamination detection from camera images. The odd thing is that DEFRA lists three AMCS products and the AMCS UK site does not mention digital waste tracking at all, so a British buyer has to take the government's word for it. No price, no trial, and no UK hazardous consignment notes described. amcsgroup.com

- Watch out for
- No price published, and several of their own navigation links are broken.

Two products. WR1 is a full operation on SAP underneath, with route planning, a weighbridge app, a customer portal and a supplier portal. TRACE is the interesting one: digital waste tracking sold on its own, to bolt onto whatever you already run, and they say so outright, "TRACE can operate as a standalone DWT application alongside an organisation's existing systems". It is free for six months with a TRACE licence and it links straight out to their GOV.UK entry so you can check them. They are also the only firm here that admits on its own site that DEFRA's free spreadsheet route exists and argues on effort rather than pretending otherwise. No price, no AI, and several of their own navigation links are broken. isb-global.com

- Watch out for
- No price and no trial, and an older homepage answer still says the DEFRA work is “planned” while the new page says it is done.

Twenty years of skip hire, transfer stations and brokerage in one system, with an offline driver app, a drag-and-drop round planner, live weighbridge links, bin and underbody weighing, two-way accounting with Sage, Xero, QuickBooks, Pegasus Opera and SAP Business One, a customer portal and a subcontractor portal. Support seven days a week. Their digital waste tracking page says they have integrated and completed production approval testing, while a homepage answer further down still says the work is "planned" - the new page is the true one and the old one has not caught up. - Watch out for
- No digital waste tracking page on the website at all, and the hazardous handling is the German procedure rather than the British consignment note.

A German group with a Manchester office, selling a waste system built on Microsoft Dynamics 365 Business Central, so the finance really is the same system rather than an integration. Four hundred customers in twenty-five countries, deep in metals and battery recycling, and the only driver app in this whole piece where the vendor bothers to explain the offline design and mentions voice input. But there is no digital waste tracking page on their website at all: the listing was announced on LinkedIn. The hazardous handling is the German procedure, not the British consignment note, and the finance conveniences are SEPA and DTA. Strong product, thin British face. tegos-group.com

- Watch out for
- They say themselves they do not yet facilitate the full hazardous workflow, and their DEFRA banner is present tense while their own FAQ says the API is still being built.

The broadest of the skip and haulage systems, and it shows: native apps on both stores, real-time driver tracking, a skip renewals dashboard that creates the collections before skips get left out, subcontractor self-billing, fuel and carbon analysis, permit tracking against supplier sites, and the best customer portal of the skip group. Modules are priced openly from £25 to £100 a month while the tiers themselves are price on application, and there is no free trial, only "a subsidised pilot" on a twelve-month minimum. They are candid about hazardous waste: "we currently don't facilitate the full workflow for hazardous waste, we are working on this". The best-evidenced skip system here, with around twenty named customers on the site and real skip-trade depth: skip tracking with overdue alerts on a map, route optimisation that encodes the actual rules of a wagon's day, online customer booking, Stripe payments, multi-yard management and B2B tipping. It is also the clearest example of the gap this article is about. SkipM8 is on the government list, yet the words DEFRA, API and GOV.UK do not appear anywhere on its website, which makes a bold claim like "all reports are fully compliant" impossible for a buyer to check. Thirty days free and demo accounts you can poke at without registering, which is the lowest-friction way into any product on this page. - Watch out for
- It is not on the government list, and says so. No weighbridge at all and no named customer anywhere.

From the makers of PaperRoute, and the most technically honest writing on digital waste tracking anywhere in this research. They never claim to be approved or listed, because they are not: their parent company is on the list under PaperRoute, not SkipRoute. They point out that sandbox access is not beta access and beta access is not production approval, and that carrier production access does not open until 2027. The product is strong where it counts for a skip firm: offline-first apps on both platforms, GPS every two minutes, a drag-and-drop week, truck-safe routing round low bridges and weight limits, QuickBooks and Sage, and council permit submissions. Twenty years in, and the only vendor here selling licences outright rather than by subscription: £2,500 for the software and one seat, £900 for the drivers app, £2,000 and up for a customer web portal, plus £650 a day to install it. A skip firm wanting all three is £5,400 before anyone turns up. What you get is the best weighbridge story outside AMCS, reading weights straight off the common indicators with ANPR and camera links, plus Sage, Xero and QuickBooks. Their writing on the mandate is the fairest we read: they tell you DEFRA's free spreadsheet exists, give you the two-working-day clock with a worked example, list the penalties, and say "we won't suggest rushing an installation simply to meet the deadline". The one to watch, and the closest thing to a direct rival we found. Genuinely offline-first native apps on iPhone, Android and iPad, with background sync that keeps uploading after a force-quit or a reboot. It files to DEFRA today, shows you the exact payload before it goes, turns rejections into plain English and lets you amend and re-file. Hazardous notes are handled properly across all four nations, with the statutory wording checked against the legislation and the right form for England, Wales, Scotland and Northern Ireland. There is an AI that finds the EWC code from a plain description, a documented API, Xero and QuickBooks, a white-labelled customer portal and a free tier with twenty notes and no clock on it. The longest track record of anyone here. Founded in 2016, one of five firms in DEFRA's original 2019 waste tracking challenge and the only one still trading in the space, founding members of the Waste Compliance Taskforce, with Acumen Waste, Manchester Metropolitan University and six NHS trusts named on the site. Built by someone who has worked in the trade, live on DEFRA's service since the beta opened in April 2026, and priced plainly: £39 a month for one site up to a hundred notes, £599 for ten sites. Gate capture handles tonnage or yardage, checks the carrier's registration against the Environment Agency there and then, and photographs the load on arrival. The most serious engineering we read about. Corrections are versioned rather than overwritten. Sites with no weighbridge can estimate using the Environment Agency's own conversion factors, flagged as estimates in the submission. Transfer notes, hazardous consignment notes and dangerous goods notes are all live, on the proper 2005 Regulations form. For a small carrier wanting tidy paperwork, invoices and a walkaround check, it is good value. The thing to know before you buy is that QWTN is not on the government list and claims no DEFRA integration anywhere on its site. What it means by ready is that it produces compliant digital transfer notes, which is a different thing. Hazardous consignment notes are still marked coming soon. qwtn.co.uk
WasteMatrix, 47
- Price from
- £30/mo
- Sold to
- Receiving sites, hazardous specialists
- Score
- 47 out of 100
- Strongest at
- The most specific evidence of any vendor: the test scenarios passed, the endpoint called, and what happens when a submission fails. Deepest published hazardous handling here.
- Watch out for
- Outside filing it does nothing: no invoicing, no scheduling, no portal, no API, and the driver app is a separate product that has not launched.

Thirty pounds a month for two users, five pounds for each one after, everything included. Cheapest real filing on this page and the most specific evidence of any vendor: they name the test scenarios they passed, the endpoint they call, how they authenticate, and what happens when a submission fails, which is that it queues and retries rather than holding up the load. The hazardous handling is the deepest published anywhere here, including recording a documented reason when a code is genuinely absent so the receipt submits instead of bouncing. Outside that it does nothing: no invoicing, no scheduling, no portal, no API, and the driver app is a separate product that has not launched. wastematrix.co.uk
MyWastetracker, 39
- Price from
- From £39/mo
- Sold to
- Small and medium disposal sites
- Score
- 39 out of 100
- Strongest at
- Someone from the trade who will help you register with DEFRA itself, which nobody else offers.
- Watch out for
- The website says very little and what the £39 covers is not published. Ask them for the price builder.
From £39 a month, with the provider approval test completed. It scores low here because it is narrow and the website says very little, not because it will not do the job it sells. For a small or medium disposal site with no software at all, the pitch is genuinely good: someone from the trade who will help you register with DEFRA itself, which nobody else offers. Ask them for the price builder, because the £39 is a starting point and what it covers is not published. digitalwastetracking.co.uk
PaperRoute, 76
- Price from
- £249/mo, £220 introductory
- Sold to
- Kerbside collection and shredding
- Score
- 76 out of 100
- Strongest at
- The collection round done properly: offline-first driver app, truck-safe routing, certificates of destruction, self-bill purchase invoices into Sage.
- Watch out for
- Their own site says it “will integrate” when the service goes live, which is future tense, and there are three different prices on three pages. No weighbridge.

Not really a skip system and not really a compliance tool: it is the collection round, built for kerbside and confidential shredding. Offline-first driver app, truck-safe routing that respects bridge heights and weight limits, certificates of destruction, self-bill purchase invoices into Sage, and a branded login for every customer. Their parent company is on the government list. Their own site, though, says PaperRoute "will integrate directly with their API" when the service goes live, which is future tense, and there are three different prices on three different pages: £220 introductory, £249 standard, and a separate £9.99 product called Lite. No weighbridge and no receiving side. paperroute.co.uk
Quick Consign, 73
- Price from
- Not published, pay as you go
- Sold to
- Carriers and disposal sites
- Score
- 73 out of 100
- Strongest at
- The deepest coverage of the unglamorous admin: an asset register with inspection logs, method statements, timesheets, vehicle defects and Environment Agency returns.
- Watch out for
- Sage export only, no price anywhere, no trial, and one line misdescribes who the October 2026 phase lands on.

Three products in one family for carriers, mid-size firms and multi-site operators, with the deepest coverage of the unglamorous admin: an asset register for skips and bins with inspection logs, method statements and risk assessments, timesheets, vehicle defects, and Environment Agency returns generated in the right format. Hazardous and non-hazardous consignment notes are in the entry product, and so is the customer portal, which is unusual. Sage export only, no Xero or QuickBooks. No price anywhere, no trial, and one line on their site describes the October 2026 phase as landing on "businesses producing waste" when it actually lands on permitted sites. quickconsign.co.uk
On the list, but we could not score them fairly
- Waste X Tracking is on the government list and has a clear idea, that the record should fall out of the work rather than be rebuilt at the end. But its own contact page says the platform stage is "MVP / Pilot Access", five of its footer links return a page-not-found, and it makes no claim anywhere to submit to DEFRA. Worth a look in a year.
- WasteNote is not on sale. It is a waitlist with a founder offer, from the same company as WasteMatrix, aimed at the carrier phase in October 2027. The free-for-life single driver tier is a real offer and the sister product's test pass is real evidence they can build it.
- WasteReady is on the government list, but both wasteready.co.uk and www.wasteready.co.uk returned a page-not-found when we checked on 12 September 2026. We have left its earlier figures out rather than quote something that may no longer be true.
Why we score 96 and not 100
The points we drop are real ones, and somebody else beats us on every one of them.
- No live vehicle tracking. We stamp where a collection happened and show where a driver last checked in. It is not a moving map of your fleet. PaperRoute, SkipRoute, Fissara and AMCS all do that properly, and if a live map is what you are buying, buy telematics.
- A cold start still needs signal. A collection captured out of coverage queues on the phone and sends itself when signal returns, and it cannot duplicate. But the app has to be opened somewhere with a bar of signal first, so a driver opens it in the yard. WTNcloud, PaperRoute and SkipRoute are further ahead here and we will not pretend otherwise.
- No weighbridge software of our own. Our free Weighbridge Connector reads the live weight off the indicator, or the operative keys it in, so it works with any bridge. It does not replace your weighbridge software: Midsoft has its own weighbridge software and AMCS has certified scales and its own terminal. If you want the weighbridge system itself, they are your answer.
- No subcontractor management. You can record a third-party carrier and verify their registration. You cannot allocate work to them, agree rates or self-bill. PaperRoute, Waste Logics and Fissara all can.
- No general ledger. Invoices, credit notes, purchase order numbers, part payments, VAT and nominal codes are all here. The nominal ledger itself, purchase ledger, bank reconciliation, VAT returns and year end are not. They stay with Sage, Xero or QuickBooks, and we export to all three.
- The API only reads. You can pull your movements, jobs, customers, vehicles and documents out with a key you make yourself. You cannot yet create a movement or file to DEFRA through it.
Why we come out on top
Because the table rewards doing the whole job, and almost nobody else tries to. Of the twenty-four products scored, four cover both the carrier's half of a movement and the receiving site's half properly. Three do hazardous consignment notes, a weighbridge and a route in the same product. One other files to DEFRA on a free plan.
The thing we would point at, if you only look at one, is what happens when both ends of a movement are on the same system. Your driver collects, the load gets its number, your site takes it in and adds its weighbridge figures to the record that already exists. One filing, not two. Two submissions for one load is double-counted national tonnage and a mismatch DEFRA can see, and ComplyWaste and Wastrio have both correctly spotted that this is coming. We just get to do it inside one subscription rather than between two accounts.
Everything else is the ordinary stuff of the trade done once: photograph the load and the waste code comes back from 850 of them, the day is planned on a board you drag jobs around, the skips are tracked as assets, the licences shout before they lapse, the invoice comes off the job, and the producer gets a login for free. The price is a free plan, then £25 a month, then £39, and it goes on how many loads you do rather than how many people log in.
Rather than take our word for any of it, there are fifty-five short videos of the actual screens, one per feature, each with the words it says written out underneath. No sign-up, no form.
How we checked this, and how to tell us we are wrong
Every figure above was read off the provider's own website on 12 September 2026, against the GOV.UK list as it stood on 8 September 2026. Where a website contradicted itself we have said so and quoted both. Where something is not published we have said that too, rather than assuming the answer is no. Nothing here comes from a vendor's own comparison page, including ours, because that is marketing about a rival and not evidence.
Prices move and websites get rewritten, so parts of this will be out of date before long, and one product in it disappeared between our first check and our second. If we have got something wrong about your product, tell us and we will change it and say we changed it. We would rather be corrected than be the thing this article is complaining about.
The question to ask every one of them
Not "are you DEFRA approved", because nobody is. Ask: how many real movements have you sent through the live service, which of the fourteen test scenarios were you excused from, what happens to a load when a submission fails, and what happens to my records if I leave you. Four questions, and the ones worth buying will answer all four.
